On 28 March 2017, the government published an "Action Plan for the Realization of Work Style Reform" which includes plans such as -
- implementing legislative rules and guidelines to ensure the effectiveness of the requirement for equal pay for equal work. The government published draft guidelines in December 2016;
- introducing a limit on overtime work with penal regulations. Overtime work is a significant issue in Japan which has attracted people's attention and places increased reputational risk on employers; and
- accepting more foreign workers with high-level skills and knowledge, for example by introducing the Japanese Green Card for high-level foreign workers, which will be the fastest such system in the world and reduce the length of time required to obtain permanent residence from 5 years to 1 year.
