On 26 June 2012 a majority of WIPO Member States and organisation including France and the EU adopted the Beijing Treaty on Audiovisual Performances. After twelve years of negotiation, the new Treaty establishes a minimum level of protection to the benefit of performers and defines the rights of exploitation they benefit for their performances. The new Treaty should mostly ensure an international protection according to the national treatment rule, with reciprocity.

The new Treaty will enter into force after ratification of a minimum of thirty contracting parties and the Commission should launch the procedure in view of the ratification and of the Treaty.
