Article 21, Paragraphs 1 and 2 of the Labor Standards Law stipulate that wages shall be negotiated between the employer and employee. However, such wages shall not fall below the minimum wage. The minimum wage is set by the Minimum Wage Review Committee set up by the central competent authority before submission to the Executive Yuan for approval.

The Ministry of Labor announced that (1) the minimum hourly wage shall be NT$120, and (2) the minimum monthly wage as revised shall be NT$2,008 by way of the Lao-Dong-2-1030131880 Circular of September 15, 2014 in accordance with Article 21, Paragraph 2 of the Labor Standards Law. The announcement will go into effect on July 1, 2015. The minimum hourly wage of NT$115 and the minimum monthly wage of NT$19,273 announced by the Council of Labor Affairs via the Lao-Dong-2-1020132068 Circular of October 3, 2013 were also annulled.
