- On October 15, 2007, Montenegro signed a pre-accession agreement with the EU. Montenegro’s Prime Minister Zeljko Sturanovic stated that his country would apply for EU membership during the course of 2008 (FT, October 16, 2007, p. 2; Europolitics, October 16, 2007, p. 14)
- October 12, 2007, marked the implementation deadline for Directive 2005/71/EC on “researchers’ visa” which lays down procedures for allowing third-country nationals into the EU for the purposes of carrying out scientific research. To date, very few Member States (only Belgium, Germany, Hungary, Austria, Portugal, and Romania) have implemented this Directive. The European Commission is urging rapid implementation by all, so as to avoid the initiation of infringement procedures (RAPID, October 16, 2007)
