A $46 million school renovation project in Northeastern Massachusetts provides two signs of an improving construction economy. First, only two of the five construction companies who were pre-qualified actually submitted bids. Second, the low bid was less than 1% under the construction manager’s estimate. The bids were reported July 24, 2012 by the Lowell Sun.
