The Commission has published its draft report on the functioning of the Insurance Block Exemption Regulation (IBER), which exempts certain types of cooperation in the insurance sector from EU competition rules. The IBER is due to expire on 31 March 2017 and the Commission needs to decide whether to renew it in its current form, modify it or let it lapse. Its preliminary view is that many elements of the package are no longer required, and those that may still be relevant are rarely used.
