The China Banking Regulatory Commission (CBRC) issued an opinion that aims to promote the use of secure and controllable information technologies in the banking industry, i.e., “information technologies that are able to satisfy the need for information security of the banking industry and of which the technical risks, outsourcing risks, and supply chain risks are controllable.”  The Guiding Opinion on Utilizing Secure and Controllable Information Technologies to Strengthen Network Security and Information Technology of the Banking Industry (the “CBRC Opinion”) says banks should adopt a preference for technologies and solutions that are open, transparent, and widely applicable, and for contractors that are willing to cooperate in sharing key technology and expertise.  To guide the implementation of the CBRC Opinion, the CBRC issued Guidance on Promoting Secure and Controllable Information Technologies in the Banking Industry (2014-2015), the content of which has not yet been made available to the public.
