Japan - Establishment of the Personal Information Protection Committee On January 1, 2016, the existing independent administrative committee responsible for "My Number" (Japan's Social Security and Tax Number System) established under the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures (“My Number Act”) was renamed the "Personal Information Protection Committee" (the "Committee"). In addition to the ongoing responsibility to monitor and regulate matters related to My Number, the Committee is also tasked to monitor and regulate the handling of personal information under the amended Act on the Protection of Personal Information ("APPI"), which will become enforceable within two years from the date of promulgation on September 9, 2015. The Committee is also expected to draft guidelines to reflect the amended APPI, and exercise certain functions, such as requesting data controllers to submit reports, conducting onsite inspections and issuing administrative orders. The Committee currently consists of five members, including one committee chairperson. Two more members may be appointed in January 2016 depending on the outcome of the ongoing budgetary debates at the Diet of Japan.
