A government bill on the Collection of Laws and International Treaties and on the creation of legislation promulgated in the Collection of Laws and International Treaties (Act on the Collection of Laws and International Treaties) had its first reading in the Chamber of Deputies as Parliamentary Bulletin No. 646.

The proposed law is intended to enhance the accessibility, transparency and comprehensibility of valid laws and to facilitate, improve and streamline its creation at all stages of the legislative process.

The bill introduces legally binding electronic publication of a law, including the legally binding nature of the complete (consolidated) wording of legislation, full computerization of the legislative process and the creation and approval of legislative amendments (including their complete wording) and the standardization of rules for justifying legislation for all stages of the legislative process.

The bill also proposes the creation of an information system for a computerized Collection of Laws and International Treaties (e-Sbírka [e-Collection]) and the computerized creation of legislation (e-Legislativa [e-Legislation]).

The proposed effective date is 1 January 2019.
