The Communications Alliance has released a draft Industry Guideline: Fibre Ready Pit And Pipe Specification for Real Estate Development Projects which is open for comments until May 30.
While the guidelines are quite technical, understanding and compliance with them by developers will be likely to prevent delays and save cost in the development process, particularly as the development is reaching completion and handover of communications infrastructure to the relevant carrier is taking place.
The Communications Alliance has the role, among other things of developing policy and guidelines for the communications industry, particularly in relation to technical matters.
This Draft Guideline, which expressly applies to Developers as well as to telecommunications carriers and installers, outlines the minimum standards for telecommunications pit and pipe installation within a real estate development to be considered a Fibre Ready Project. It appears that the Working Committee which developed the Draft Guideline included representatives of NBN Co, OpeNetworks and Telstra, but did not include any developer representatives.
Among other things, the Draft Guidelines:
- require that Developers ensure there is a Shared Trench Agreement in place where trenches are shared by multiple utilities (eg water and sewer, gas, electricity and communications);
- set out two permitted types of pit and pipe architectures (either single side of the street or dual side of the street, or a combination of both);
- specify requirements for starter conduits (from the street infrastructure to each building lot);
- include particular requirements for multi unit or multi building developments, including super lots; and
- set out requirements for minimum levels of documentation the Developer must provide when it transfers the pits and pipes to the carrier.
