On December 23, 2015, Representative Kristina Roegner (R-Hudson) and 21 fellow legislators introduced HB 420 that would eliminate penalties to school districts when parents opt their children out of taking standardized State tests. Current law requires the Department of Education to use zeros in the Performance Index report card column for those students who do not take state tests. The bill includes an emergency provision that would make the provisions applicable to the 2015-16 school year.
