We are down to 8 legislative days and as usually the case the General Assembly will do more in the last 8 days than the 2-3 months before; below is a brief legislative summary, which I will flesh out in the coming days

TEXTILE REVITALIZATION ACT

The General Assembly repealed the 50% cap on the usage of the credit

Status: On the Governor’s desk

RETAIL REVITALIZATION ACT

The Retail act sunsets this year; a Budget proviso has been inserted which renews it for another year

Status: The budget is currently before a budget conference committee

PORT ENHANCEMENT ZONE

The PEZ bill eases the requirements to qualify for various credits for manufacturers/warehouse and distribution which locate in a port enhancement zone

Status: Passed Senate and W&M subcommittee; before full W&M today

SOLAR

Solar bill exempts for property tax purposes 80% of the assessed value of solar equipment

Status: passed Senate and W&M subcommittee yesterday; before full W&M today

ITC

An amendment which clarifies that the $5 million ITC cap applies on an annual- and not cumulative- basis is expected to be tacked onto one of the bills in W&M today

RECYCLING

A technical correction to the qualified recycling facility was added to the solar bill yesterday

Status: Before full W&M today

ALLIANCE FUNDING

The Alliance Funding Proviso is the same in the House and Senate versions of the budget so it should be clinched

Status: in budget conference committee
