The Mexican energy reform continues: the first oil round is at a very advanced stage. Of the auction's five scheduled stages, three have already been called and the first is approaching conclusion. The two remaining auctions, for deep water blocks in the Gulf of Mexico, are due to take place in July.

Status of the different phases of the first oil round:

PHASE 1: The first phase of the tender includes the international auction of 14 shallow water blocks for production sharing contracts

  • Pre-qualified companies: 26 companies, of which 7 will participate by means of consortia, have pre-qualified to bid in the auction (planned for 15 July) for the 14 shallow water blocks.
  • Publication of the definitive rules: On 9 June, Mexico's hydrocarbons commission, the Comisión Nacional de Hidrocarburos (CNH), published the definitive rules and standard models that will govern the initial contacts to be entered into with the private sector, based on international best practices and aiming to guarantee greater investment, as well as increasing oil and gas production in the country.  

Next steps

  • 15 July: receipt of economic offers.
  • From 15 to 17 July: awarding and execution of contracts.
  • 21 August: deadline to sign the contracts.

PHASE 2: The second phase of the first oil & gas auction includes 9 blocks in the shallow waters of the Gulf of Mexico for production sharing contracts

Interested companies: On 1 June, the CNH announced that 29 companies had made a down-payment to access the data room and that 15 companies had started the pre-qualification process. Modification of the terms of the tender: On 12 June, on the back of the announcement that Pemex had discovered oil in the very area covered by these bids, the CNH modified the terms of the tender and the standard contract to make the process more attractive.  

Next steps

  • 14 August: publication of the definitive rules and the contractual models.
  • 29 September: end of the term to access the data room.
  • 30 September: opening of the term to make bids.
  • 2 October: resolution and award.
  • 6 November: deadline to sign contracts.

PHASE 3: The third phase of the tender includes 26 onshore blocks to award license contracts

This tender was published on 12 May, but it is still in its early stages.

  • 2 November: publication of the definitive terms of the tender.
  • 14 December: end of the term to access the data room.
  • 15 December: opening of the term to make bids.
  • 17 December: resolution and award.
  • 8 February 2016: deadline to sign contracts.

PHASE 4: The fourth phase includes deep water blocks in the Gulf of Mexico 

The fourth auction is due to take place in July and will include deep water blocks in the oil fields in the Gulf of Mexico, including Cinturón Perdido.

PHASE 5: The fifth phase includes deep water blocks in the Gulf of Mexico 

The final stage of Round One is due to take place in July and will include deep water blocks in the Gulf of Mexico. This auction will bring an end to Mexico's first oil auction.
