IBIDEN Hungary Gyarto Kft (IBIDEN) a producer of substrates for diesel particulate filters, will not receive regional investment aid from Hungary of €9.56m. The European Commission (Commission) prohibited the aid following an investigation revealing the project was not compliant with the Multisectoral Framework on Regional Aid (2002) (MSF). In particular, it was apparent that IBIDEN’s market share is above the 25% threshold imposed by the MSF and it is one of two market leaders in the field. The Commission is concerned that there would be a risk that the aid could reinforce market power. It is noted that IBIDEN has already received aid in excess of €29m under a regional aid scheme and that the notified aid was intended as additional support above what had been previously approved.
