Report identifies NCA SAR system weaknesses: A report by Her Majesty's Inspectorate of Constabulary has found NCA has made a good start to its operations. However, in relation to suspicious activity reports (SARs), it noted:

  • the increase in SARs has not been accompanied by an increase in NCA staff;
  • the work of NCA and its lack of resource is compounded by the poor quality of many SARs which means NCA needs significant time to assess the importance of the SARs;
  • the ELMER database was not designed to process the number of reports it now receives, and is in urgent need of replacement; and
  • NCA is aware of the need for improvement in its IT, and particularly in view of the UK's assessment by FATF, which is due in 2016.
