On September 24, 2015, the Energy Regulatory Commission ("CRE") published in the official federal gazette  the General Administrative Provisions that establish the terms to submit information related to the corporate purpose, legal, technical and financial capacity, the description of the project and the application form of the permits for qualified and last resource supply. This in accordance with article 130 of the Power Industry Law  and articles 21 and 22 of its Regulations.

Among the requirements that must be filed before CRE are: a business plan of the applicant, describing the geographic areas where the service will be provided; point out the annual power demand, electricity and users that the applicant estimates to serve, for at least the first 5 years of its operation; the energy and associated products purchase programs; its organization chart; an investment plan, as well as the IT systems that will provide support to its activities.

The provisions regarding the requirements and the application form of the permit for basic supply are still pending issuance.
