According to recent data released by the U.S. Department of Labor, Louisiana had the highest rate of improper unemployment insurance payments in 2011. Nearly 44 percent of claims for unemployment were improper. The bulk of the improper payments were to individuals who were ineligible for unemployment because they had already returned to work.
