The Monetary Authority of Singapore has issued guidelines on outsourcing, including the retention of cloud computing services. Among other things the guidelines describe the expected role of senior management and the board of directors in connection with outsourcing arrangements, and recommend that all outsourcing agreements have provisions addressing scope; confidentiality and security; business continuity arrangements; and audit and inspection, among other provisions. MAS claimed that cloud computing is just another form of outsourcing and that “[t]he types of risks in [cloud services] that confront institutions are not distinct from that of other forms of outsourcing arrangements.”
