City of Toronto Staff have issued a report on the Downtown Tall Buildings Project, which will be considered by the Toronto and East York Community Council on February 14, 2012 and by City Council as early as its March 5, 2012 meeting. The Staff Report provides a summary of public consultation that has taken place since the release of the original Tall Buildings: Inviting Change in Downtown Toronto report by Urban Strategies and Hariri Pontarini Architects, submitted to the City in April 2010 (called the Consultant’s Study).
In addition to reporting on the public consultation that has taken place, City Staff are also recommending revisions to the proposed regulations set out in the Consultant’s Study. City Staff have set out a set of 23 "Performance Standards" for tall buildings, expanding on and reworking the original 17 regulations in the Consultant’s Study.
Some of the revised or new performance standards could present significant challenges for developing Downtown sites, including new requirements for at-grade setbacks and a return to larger tower-to-tower and tower-to-property line separation distances (see Tall Building Performance Standards — Comparison of 2010 Consultant' Study and 2012 Staff Report).
Please note as well that the mapping in the Staff Report is different than the mapping in the Consultant's Study, both in terms of the location of certain High Streets and the proposed heights along those streets.
